Solution:
Follow the steps below:
1.Shutdown all OBIEE services.
2.Take a backup of catalog
3.Delete the files sawguidstate and sawguidstate.atr in the location:
<Instance_Home>\instances\<instance_name>\bifoundation\OracleBIPresentationServicesComponent\coreapplication_obips1\catalog\<project>\root\system\mktgcache\<name>
4.start all OBIEE services.
